IAP project counts on EU, US support

The countries involved in the construction of the Ionian-Adriatic Pipeline (IAP), Albania, Montenegro, Bosnia and Herzegovina and Croatia count on the support of the European Union and the United States.

The remarks were made during the meeting of the Project Management Unit for IAP project held in Tirana.

Addressing the event, Albania’s Energy Minister Damian Gjiknuri stated that his country has completed the drafting of the Gas Master Plan and has built a fruitful cooperation with Montenegro, Bosnia and Herzegovina, Croatia and the Energy Community for the implementation of the IAP project.

He expressed confidence that this project will be supported by both the United States and the European Union, said the message posted on the website of Albanian energy ministry.

Of course, the Trans Adriatic Pipeline (TAP) project is really the main pillar to support the development of the gas sector in Albania, but IAP pipeline will also play a primary role, said Gjiknuri.

IAP is not just a natural extension of TAP, said the minister, adding that it will also ensure energy security in the region and bring economic progress to the countries through which it passes.

“We point out that three of the IAP countries are NATO member countries and this makes the IAP project even more necessary in terms of strategic interests in the region,” said Gjiknuri.

IAP is a proposed natural gas pipeline in Southeastern Europe (SEE) that will stretch from Albania through Montenegro, and Bosnia and Herzegovina, to Split in Croatia. It will be connected with the Trans Adriatic Pipeline (TAP).

IAP will provide deliveries of Azerbaijani gas to several countries of South-Eastern Europe. The capacity of the pipeline will amount to five billion cubic meters of gas per year.

TAP is a part of the Southern Gas Corridor, which is one of the priority energy projects for the European Union. The project envisages transportation of gas from Azerbaijan’s Shah Deniz Stage 2 to the EU countries.

The pipeline will connect to the Trans Anatolian Natural Gas Pipeline (TANAP) on the Turkish-Greek border, run through Greece, Albania and the Adriatic Sea, before coming ashore in Italy’s south.

TAP will be 878 kilometers in length (Greece 550 kilometers, Albania 215 kilometers, Adriatic Sea 105 kilometers, and Italy 8 kilometers).

TAP’s shareholding is comprised of BP (20 percent), SOCAR (20 percent), Snam S.p.A. (20 percent), Fluxys (19 percent), Enagás (16 percent) and Axpo (5 percent).

Why Albania is THAT important to the Balkans

A couple of weeks ago, Director of IN-VR, Chryssa Tsouraki published an article on Albania’s importance to the Balkans region that went viral: “Albania is far too important for Europe’s energy security to be ignored or even underestimated. Some quick facts about Albania to familiarise yourselves:

–  Patos Marinza: The largest oil field in Europe, operated by Bankers Petroleum, Official Sponsor of Balkans Petroleum.

– Delvina Gas Field: a proven gas condensate field. It lies on one of the largest gas structures in southeastern Europe

– TAP:Trans-Adriatic Pipeline will start bringing natural gas from the Caspian Sea to Europe in 2020. Albania has recently formed Albagaz to handle the transmission and distribution of TAP natural gas in the country and its neighbours. IAP is another fascinating Gas project to watch out for.

– Shell’s already invested: in Shpirag-2 and 3, with some very encouraging results.

The MEI has shown incredible stability and progress and has received increased interest from IOCs since we first met in 2012.
Dritan Spahiu, former Director at the MEI, currently on a new powerful role within the state-owned Albpetrol, has been a cornerstone in these efforts.
The entire MEI cabinet and the AKBN have been working really hard to attract foreign investors by continuous education, favourable licensing terms and excellent staff for the IOCs to work with.

I personally view Albania is one of the most promising (yet very under-explored) regions in terms of oil and gas exploration and production, and I’m sure we haven’t seen its full potential yet. There is just so-much-more we should expect from Albania.

The Dutch win the incinerator concession in Tirana, offered 128M Euros

An Dutch company with offices in Amsterdam, Netherlands, is the winner of the concession for the construction of the incinerator landfill and rehabilitation of landfills in Tirana.

The Ministry of Environment that was also the contracting authority for this concession procedure announced that Integrated Energy B.V offered 128 million euros by announcing the valid offer in this procedure.

On the other hand, it is learned that this company was the only competitor to submit an offer.

The concession procedure was announced shortly before the general elections, while the bids were submitted on June 12, 2017, and during the months the technical and legal documents of the company were analyzed.

Even though there is to much shadow in the procedures how this tender is organized and managed by Ministry of Environment, giving extra point favored to this company before biding . We tried to find some contacts of this Dutch company, but till now there is no official contacts, website, email, or any contact details.

Macedonia’s MEPSO planning to rehabilitate its power transmission grid

The Electricity Transmission System Operator of Macedonia AD MEPSO published tenders inviting proposals for goods and services for its project to rehabilitate and modernize its nation-wide power transmission grid along with a power system control project. The total investment in the projects is estimated to stand at EUR 40.5 million.

The money to finance the projects in all their stages will be co-financed by the European Bank for Reconstruction and Development (EBRD) and the Macedonian power transmission company. The bank said in a statement that AD MEPSO wants to use a loan from or a grant administered by the EBRD along with its own funds to complete the project to rehabilitate and modernize its sub-stations and other infrastructure and facilities.

AD MEPSO has invited interested companies to make offers for goods, work and services which includes procuring equipment for sub-stations, high voltage equipment, equipment for the remote monitoring of sub-stations, optical ground wire and overhead transmission lines along with their installation and telecommunications equipment among other things as well as work on the rehabilitation of a number of sub-stations and relay protection work.

The tender specifies that work is planned to be done on the rehabilitation of sub-stations in the towns of Prilep, Bitola, Skoplje, Veles, Štip, Probištip and Ovče Polje.

The Electricity Transmission System Operator of Macedonia AD MEPSO is a fully state-owned company, formed in 2005 following the transformation of the Electric Power Company of Macedonia. The company says that its main business is providing a smooth electricity transmission through the national high voltage network, power control and the organization of the national electricity market. It supplies power to large-scale industrial consumers such as Bucim, OKTA, Maksteel, Mitalsteel, USJE, Silmak, and the FENI Industry as well as to the low voltage grids of the EVN Macedonia and ELEM Energetika privately-owned power supply companies.

Turkey’s Guris Holding to build windfarms in Kosovo and Ukraine

The Turkish company Guris Holding has announced the construction of new wind power plants in Kosovo and the Ukraine, the Turkish press reported. The reports said that the company plans to build the plant in Ukraine outside the city of Odessa but do not specify the exact location of the site of the power plant in Kosovo.

Güriş Holding has plans for a wind farm with a total power of 32 MW in Kosovo and a wind power plant of 80 MW in the Ukraine. Turkish daily Dunya reported that construction work on both wind power plants has been started, specifying that work on the 30 MW segments of both facilities was underway.

Müşfik Yamantürk, the general manager of Güriş Holding, which is considered to be one of Turkey’s leading renewable energy-based power producers, said that the company had been issued a license for the windfarm outside the city of Odessa which will be built using GE wind generator turbines. The 50 MW segment of that plant, which is the company’s first investment in the Ukraine, is due to be started at the beginning of next year.

He said GE turbines will also be used for the wind power plant in Kosovo, adding that the guaranteed price of power from that windfarm is 8.5 cents per kilowatt-hour.

Yamantürk said that both the 30 MW power plant in Ukraine and the 32 MW plant in Kosovo will be commissioned in August or September of 2018.

Kosovo energy production insufficient

Kosovo has faced serious power supply problems in the past few years with frequent power outages which is a problem in attracting foreign investments. Kosovo’s government has made improvements to the energy sector a priority and has requested assistance from a number of international aid and financial organizations.

Kosovo relies heavily on its two coal powered plants with a capacity of 900 MW which account for 97 percent of the power produced domestically and on imports of electricity while power from renewable energy sources account for just 3 percent of production at home.

The Kosovo state radio and TV service (RTK) has reported that business people have expressed great concern over the power shortage and that the Kosovo Power Corporation has warned of a possible energy crisis because its coal reserves have dropped to a level sufficient for two weeks of power production.

Kosovo has the fifth largest lignite coal reserves in the world but those reserves lie under private land which the government has not been able to purchase. The state power company KEK said it needs to take over 52 hectares of private land whose owners are unwilling to sell at the price offered by the government.
